External Group 1 – EU Housing Task Force

The European Association for Industrialised Construction (IC-Europe) holds an official leadership role as the co-chair of Subgroup 3 of the European Commission’s Housing Task Force, leading European strategy alongside the Austrian Ministry of Innovation.

This joint public-private partnership bridges governmental policy authority with hands-on industrial expertise to address Europe’s urgent housing supply, affordability, and decarbonization challenges.

Core objectives of Subgroup 3

The European Commission established the Housing Task Force to accelerate scalable, sustainable, and high-quality residential construction across Member States. Within this framework, Subgroup 3 focuses specifically on:

  • Scaling Offsite Manufacturing: unlocking industrial manufacturing capacity to deliver modern housing rapidly and efficiently across Europe.

  • Harmonizing Regulatory Frameworks: removing technical and administrative barriers for cross-border modular construction within the Single Market.

  • Promoting Circularity & Sustainability: integrating energy-efficient design, digital manufacturing, and circular materials into standard European building practices.

Strategic public-private leadership

Austria is widely recognised as a pioneer in modern offsite timber construction and high-performance building standards. Partnering with the Austrian Ministry of Innovation ensures that European Union housing strategies remain firmly grounded in technical feasibility, market reality, and scalable manufacturing processes.

Direct value for IC-Europe members

Through this leadership position in Brussels, IC-Europe members gain direct representation in European policy discussions:

  1. Regulatory Foresight: firsthand insights into upcoming EU housing directives, environmental metrics, and funding opportunities.

  2. Standardization Push: active support for harmonised European technical frameworks that reduce market fragmentation.

  3. Industry Representation: securing industrialised construction as the primary foundation for resilient, low-carbon European housing stock.
