The EU unveils the European Affordable Housing Plan

The European Commission has introduced the European Affordable Housing Plan, a historic and unprecedented EU initiative designed to address the continent’s housing availability and affordability crisis. Grounded in the principle that housing is a fundamental right, the plan establishes a comprehensive strategy to support national authorities and unify stakeholders across Europe.

The framework rests on 4 strategic pillars:

  • Boosting housing supply: focusing on construction productivity through advanced offsite and modular methods, alongside a new housing simplification package to reduce administrative burdens.
  • Mobilising investment: launching a Pan-European Investment Platform with the European Investment Bank (EIB) and revising State aid rules to streamline public funding for affordable housing.
  • Enabling immediate support while driving reforms: tackling short-term rental pressures, addressing market speculation, and supporting Member States’ structural reforms in spatial planning and taxation.
  • Protecting the most affected: safeguarding vulnerable populations, expanding social housing, and supporting youth housing access.

Key Initiatives and European Construction Strategy

The plan incorporates the European Strategy for Housing Construction, which explicitly promotes offsite prefabrication, modular techniques, and digitalisation to cut costs and increase resource efficiency. Additionally, it integrates the New European Bauhaus blueprints to balance sustainability, quality, and affordability.

To drive action, the EU is launching the Housing Summit and the European Housing Alliance to convene experts and policy leaders. With this landmark plan, industrialised construction is officially recognised as an essential foundation for delivering scalable, high-quality, and affordable homes across the European Single Market.
