EU launches Housing Simplification Package

The European Commission has launched a Call for Evidence to shape the upcoming Housing Simplification Package, scheduled for presentation in 2027 as a core measure of the European Affordable Housing Plan.

The initiative aims to identify and streamline administrative bottlenecks, redundant regulations, and complex permitting procedures across EU legislation that currently restrict housing supply and inflate building costs.

Key priorities and industry opportunities

The Commission is targeting three main areas of input:

  • Direct legislative impacts: concrete evidence of how EU rules affect housing delivery and affordability.
  • Regulatory distinction: clear separation between EU-level constraints and national or regional implementation issues.
  • Practical solutions: best practices and recommendations to accelerate permitting, reduce delays, and lower construction costs.

Importantly for offsite prefabrication, the broader simplification strategy feeds into ongoing European initiatives, including the modernisation of public procurement rules and a dedicated pilot project on offsite construction.

Industry stakeholders, local authorities, and construction professionals are invited to submit their feedback through the Commission’s “Have your say” portal.
